9. Whatever scheme it is decided to pursue, I suggest that we should exclude Hong Kong, which is in no way affected by the problems discussed above. I am inclined to think that we should also exclude Gibraltar (at least while it continues to have a military Governor), and possibly Bermuda as well, certainly while Sir P Ramsbotham's appointment lasts and possibly thereafter if independence then seems imminent.
RECOMMENDATION

we accept that the problem is not of sufficient importance to justify the major effort that would be involved in setting up a comprehensive new
scheme;
we should instead seek, in consultation with the Governors, to identify the principle problem areas and find appropriate ways of dealing with each one individually;
we exclude Hong Kong and (subject to the views of Governors) Gibraltar and Bermuda from any new arrangements we may devise.
