1. I attach copy of a letter that has been addressed to officers administering governments in certain Dependent Territories. While we like, as far as possible, to treat all Dependent Territories consistently, our chances of finding the funds to deal with cases of real hardship are obviously increased if the total bill for extra expenditure is kept as low as possible. We should be grateful to know therefore whether you think it would be desirable for your territory to be included within the scope of any new arrangements that may emerge from the exercise referred to in the enclosed letter.
