Thank you for your letter of 3 October, in which you asked whether Gibraltar ought to be included within the scope of any new arrangements that may be made for maintaining the terms of service of Governors in dependent territories.

I am in a rather different position from, I think, all my colleagues, as a military Governor and Commander- in-Chief. This has four immediate and practical effects so far as my own terms of service and accommodation are concerned:

I receive a certain additional entertainment allowance from the Ministry of Defence for enter- taining Service guests. This at present amounts to £1,400 per year.

The MOD supply all my household staff, as Commander-in-Chief. At present I receive no allowance towards the costs of running the house or, because they are paid by the MOD, towards the wages of the staff. If the change were ever to be made to having a civilian Governor, the Gibraltar Government would be faced with heavy and unwelcome additional expenditure to cover the costs of the domestic staff, either through an allowance to the Governor or by paying them direct.

C. The MOD provide the motor cars, and also a Commander-in-Chief's barge.
