with little electricity and water in the house this week (generator on the blink), my wife and I trying to keep about two acres of grounds reasonably tidy with the doubtful assistance of an aged part-time gardener (no other provision in the Estimates) in whatever spare time we have, no lawn mower except one I can occasionally borrow. from the local Fark Committee, no servants after 1.30pm or at weekends, dirt paths around the house which create dust and tend to double the work of house cleaning, exhaust falling off the official car and no signs of a replacement after an order with Crown Agents for almost a year, and so on, all I will say is that your letter strikes a chord!
3. I am not complaining merely responding to your letter. At present I feel like Burlington Bertie: trying to preserve dignity and respectability by putting on an outward show even though obviously short of the wherewithal!
4. unless HMG is prepared to intervene, the situation is not likely to change in the smaller grant-aided territories such as Anguilla since expenditure on the personal needs of hit Commissioner has to be weighed against the needs of the Community as a whole. For obvious reasons the balance must tilt in favour of the latter. It is, therefore, discouraging to learn that even the limited exercise earlier this year.

Turning to other problem areas, if HMG could relieve the local budget of the cost of mic-tour leave journeys for Governors and their families it would save embarrassment. A more personal issue for me is that provision is made in the estimates for payment of C. 750 for an allowance in lieu of customs exemption. Being a sensitive chap and not wishing to have this aragged up against me in the Legislative Assembly during Budget debates I make this sum available to pay for local school fees, books etc for three children each year. we really have to place CAG's in these embarrassing situations?

You say in your paragraph 2 that most territories would probably not welcome G assuming full financial responsibility for everything concerned with Governor's terms of service "since they might feel it could lead to divided loyalties" How many territories, I wonder really believe that their Governor (or H. Commissioner) does not divide his loyalties between the local Government and MG?
