I attach a draft minute to the Secretary of State conveying the decision of the Dependent Territories' Senior Appointments Board regarding the post of Chief Secretary, Hong Kong.

2. This appointment is not one which needs the approval of Her Majesty but we can mention it in the letter which will go to the Palace requesting approval for Sir Denys Roberts' spointment as Chief Justice.

3. You may consider it desirable since Hong Kong is

so much in the news at present that the P/S should write to his opposite number in Downing Street advising him of Mr Cater's appointment.

4. to Mr Cater's appointment we can set matters in train

Once the Secretary of State has given his blessing in hand

This will need to be approved by the Legal Adviser and subsequently by The Queen.
