CONTROL OF APPOINTMENTS UNDER COLONIAL REGULATION 19

1. It has become apparent that there is some uncertainty both in the FCO and in Dependent Territories as to which appointments should be subject to the approval of the Secretary of State under CR 19. In the 1971 edition of Colonial Regulations the level was set at a salary of £1,000 pa or any other higher figure prescribed by the Secretary of State, but the current (1977) edition avoiding t tying the level to any particular amount of salary, which would have been rapidly over- taken by inflation, says merely: "The selection of a candidate for any appointment.....prescribed by the Secretary of State....shall be subject to the approval of the Secretary of State".
2. To make quite clear which posts are meandł, we propose to send you a formal despatch listing the following posts as being prescribed under CR19:
Deputy Governor (if any)
Chief Secretary
Financial Secretary
Attorney General
Solicitor General (if any)
Government Auditor (if any)
Commissioner of Police
Chief Justice
Judge (if any)
One or two of these posts may not at present exist.
