It has been restricted for reasons of administrative convenience to officers in this category who are in general either designated under the Overseas Service Aid Scheme or who would be designated if an OSAS agreement were in force in the territory in which they serve, and to officers serving in senior appointments on secondment from the Diplomatic and Home Civil Services.
