nomination of Mr Strong as Governor of the Turks and Caicos, he should be told that the Governorship of the Caymans is becoming vacant towards the end of 1980 and that if he by then is finding the Turks and Caicos job difficult or

unpleasant, he could choose to transfer to the Cayman Islands for the final period. We should probably seek an extension of some six months for Mr Strong beyond the age of 60 in order to give him a useful run in the

Caymans but POD do not anticipate any difficulty in arranging this.

5. It is, therefore, proposed, unless members of the

Board see any objection, to submit a recommendation to the

Secretary of State that Mr Strong's name should go forward to The Queen for appointment as HM Governor, Turks and

Caicos Islands. Furthermore, members of the Board should

note him as a likely successor to. Mr Russell at the end

of his tour. If and when this happens it will be submitted~

as a concrete proposal for the Board's approval. A c.v. for Mr Strong and Job Description for the post are

enclosed.
