It is considered that the only serious contenders are

Messrs Haddon-Cave and Cater. None of the others in the

field measure up to them in the qualities needed for the

post of Chief Secretary. Mr Haddon-Cave is a clear headed

administrator with considerable cutting edge. lle is

trusted by the Civil Service and business circles in long

Kong but his experience which has been restricted to

commerce, industry, economics and finance is relatively

narrow. His contacts in Hong Kong society tend to be

restricted to commercial and financial circles. Mr Cater,

on the other hand, speaks the language fluently and has a

much better knowledge of Hong Kong at all levels of

society as well as wider administrative experience. He

has served in the posts of Director of Commerce and Industry,

Director of Trade Development and Secretary for Home Affairs.

Latterly, he has been Commissioner Against Corruption.

The final choice is a difíicult one but on balance it

is felt that Mr Cater's personality, more flexible approach
