It is considered that the only serious contenders are
Messrs Haddon-Cave and Cater. None of the others in the
field measure up to them in the qualities needed for the
post of Chief Secretary. Mr Heddon-Cuve is a clear headed
administrator with considerable cutting edge. He is
trusted by the Civil Service and business circles in Hong
Kong but his experience which has been restricted to commerce, industry, economics and finance is relatively
narrow. His contacts in Hong Kong society tend to be
restricted to commercial and financial circles. Mr Cater,
on the other hand, speaks the language fluently and has a
much better knowledge of Hong Kong at all levels of
society as well as wider administrative experience.
