JACK CATER CBE

Mr Cater was born on 21 February 1922. He is married with

three children.

He was educated at Sir George Monoux Grammar School.

In 1939 he was employed on the Major Staff of the Port of London Authority. In 1941 he joined the Royal Air Force, and later that year he was commissioned as a Navigator.

He served on night fighters, in the Air Ministry, and in

the Far East until being demobilised as a Flight Lieutenant in 1946. After his demobilisation he was appointed to Hong Kong, on contract, as an Administrative Officer (Cadet).

From 1946-49 he served as Officer i/c Fisheries, and Officer

i/c Government Vegetable Wholesale Market. In 1950 he was

appointed Registrar for Cooperatives, and he served in this capacity until 1955. During this time he also acted as Director of Agriculture, Fisheries and Forestry. From 1955-56 he was an Assistant Secretary in the Colonial Secretariat until being appointed Assistant Director (Control Division) at the Department of Commerce and Industry. In 1958 he again became Registrar of Cooperatives and Director of Marketing. In August 1962 he was appointed Leputy Economic Secretary and he held this position for just over a year, after which he was appointed Commissioner for Cooperative Development and Fisheries, and Acting Director of Agriculture and Forestry. He was then charged with the responsibility of amalgamating the two departments into the Agriculture and Fisheries Department, of which he was appointed Director in 1964. In 1967 he became Deputy. Colonial Secretary and was engaged on duties connected with the Communist confrontation. In 1968 he was granted unpaid leave, and took up the post of Executive Director with the Hong Kong Trade Development Council.
