DEPENDENT TERRITORIES SENIOR APPOINTMENTS BOARD :

BRITISH RESIDENT COMMISSIONER - NEW HEERIDES

1.

r JS Champion CA CEE was appointed as British

Resident Commissioner, New hebrides, in October 1975. He

is a member of the Diplomatic Service and is to retire

later this year. It is therefore necessary to look for

a successor.

2.

The Resident Commissioner's functions are primarily

those of a Diplomatic Agent and he does not enjoy the

powers or status of a Colonial Governor. He is required

jointly with his French colleague to discharge some

residual metropolitan responsibilities but the position

calls for the exercise of diplomatic skills to a degree

required in few other Dependent Territory appointments.

3. We have two main fields of candidates for senior

posts in Dependent Territories, namely, HOCS and the

Diplomatic Service. There are no serving HMOCS officers,

who possess the necessary diplomatic skills even though

they may have the other required qualifications for this

post, i.e. fluency in French, experience relating to a

territory approaching independence as well as the normal

qualities required in a Governor.

It has therefore been

necessary to look within the Diplomatic Service for an

officer who possessed the necessary qualities.

4. The recommended candidate is Mr A C Stuart CPM,

at present serving as Counsellor and Head of Chancery in

He is a Grade 4 officer who has been recommended

Jakarta.
