DAVID KENNETH HAY DALE CBE

Mr Dale was born on 27 January 1927. He is married (his wife is Polish) and has one child.

He was educated at Doncaster Grammar School.

From 1944-49 he served with the Indian Army and the Royal Artillery in Kenya, Uganda and Malaya, finally attaining the rank of Captain.

From 1960-64 he served as District Officer/Commissioner in

Kenya. In 1964 he was transferred to the New Hebrides and served in district posts and as Secretary of the Natural Resources

Committee before becoming Establishment Secretary in 1970 of the Anglo-French Condominium, serving as a Member of the Manpower

and Scholarship Boards also the Public Service Advisory Commission. In January 1973 he transferred to the Seychelles as Secretary to

the Ministry of Aviation, Communications and Works and in 1974 he was appointed Deputy Governor. He held this post until Independence in 1976 when he became Secretary to the Cabinet in the Republic. His services were terminated after the coup in 1977 removing the then President from office.

He acted as Governor on several occasions. His numerous

functions in his four years in the Seychelles covered a wide

field. In his employment roles as Secretary to the Cabinet, Deputy Governor and Secretary to the Ministry of Aviation, he was directly responsible to the Governor and more recently to the President for securing the general efficiency and discipline of the Public Service. . During his tenure of office he was the

Chairman of various Management, Administrative and Advisory Boards. Before Independence under the Governorship, he was an ex-officio member of the Council of Ministers/Cabinet and of

the Legislative Assembly where he was the Leader of Government

Business. After Independence, he was in charge of the Cabinet Office and Permanent Secretary to the Prime Minister. He has

attended International Assemblies, and Confernces such as

ACP/EEC, United Nations and Regional Conferences. According to his record Mr Dale has experience in practically all Government

Departments.
