1. I attach a copy of a minute which I recently compiled giving details of possible vacancies to be put before the next DTSAB which we hope will be held in the first quarter of 1979. I dis- cussed with you very briefly recently the vacancies that come within your jurisdiction. I should be grateful for your confirm- ation or otherwise of the following and for your comments.

Bermuda Governor
You are happy about Sir P Ramsbotham serving for another year until September 1980.
b) Bermuda Deputy Governor
The question of a further extension for Mr Lloyd is the subject of a submission currently in preparation. This takes into account your re-thinking of the situation consequent upon your recent visit to Bermuda. We will look at this question again when we get a decision as a result of the submission.
c) Caymans Governor
This is linked with the position of the Governor, Turks and Caicos and the proposal that Mr Strong should possibly transfer to the
I Caymans after one tour in Grand Turk to replace Mr Russell. know that you are against this idea and you mentioned recently that Mr Strong appears to be settling down well in his present post but that it was too early yet to be able to make a decision on a pos9- ible change. May I leave it that you will let us have your views on this as soon as you think it fair to make a judgement. Strong stays where he is we will need to find another successor for Mr Russell and we will have to think about this fairly soon. May we have your views on this and if you are in favour we would need reasons to put before the Board when we ask for an extension. Last time we said that the extension of his tour was deirable to take any first moves towards constitutional changes expected in the second half of 1978.

This vacancy does not need to be put before the Board unless you are convinced that it would be desirable for Mr Jones' term to be extended. When we spoke you were rather dubious about this. Unless therefore you alter your opinion over the next month or so, I suggest that we leave this item for a later Board.
