Messrs Bridge and Bache on 22 June 1977 was copied to the Inspectorate. It seems that it was not.
2. I said that I would talk to someone in the Inspectorate to try to ascertain their policy with regard to Dependent Territories. I have discussed this with Mr J H Potter and he tells me that in general it is not their policy to include DTs in their programmes as they consider that the varying terms of service for staff serving there are a matter for political departments and Governments of the DTs themselves. I told him that there were now an increasing number of Diplomatic Service staff being appointed to DTS and that their salaries continued to be paid by the Diplomatic Service as though they were serving in a DS post although there was some- times a contribution from the DT. In the absence of an Inspectors Report it was often very difficult for PSD to compile these allowances. I cited the recent case of Robin O'Neill.

Mr Potter said that we could put up a case to the Chief Inspector asking him if DTs could be included in their general inspection schedule but he reckoned that we would need some pretty convincing arguments to sway Mr Laurence's objections. It was also doubtful whether the existing complement of Inspectors would be able to take on the extra work involved.
4. It seems that this state of affairs has not always existed. The accompanying files (HX 22/501/4 and HXA 7/501/3) show that the Inspectors had on their 1974/75 programme all the DTs listed in the Addendum to this minute. Whether inspections actually took place or not our investigations have not revealed, but we can certainly pursue this further if necessary. The Falkland Isands were certainly inspected in November 1974. Mr Grubb in PSD tells me that his Department tried very hard to persuade the Inspectors to go there again but without success.
5. We now have to consider whether or not we should make out a case to the Inspectors to ask them whether they will once again regard DTS as part of their normal schedule. I suggest that if we do this the inspection should not be a full one as for DS posts but should be restricted to:
i)
All Governors whether DS or HMOCS:
ii) All staff whether paid wholly by Diplomatic Service or
partly or wholly by the Dependent Territory.
This cuts out all local staff over whom the Inspectors would have no jurisdiction but it also cuts out all TC and OSAS appointments and this may bring about anomalies which would cause trouble.
