I write to inform you that, after discussion with the Dependent Territories Division of the Office, the Chief Clerk has appro ed that I should include the Cayman Islands in an Inspection tour of certain countries in the Caribbean and Central America that will take place this summer. The Diplomatic Service Inspector will be Owen Griffith, who will be accompanied by his Assistant Inspector, Bill Abbott, and PA, Alice Lewzey. He proposes to arrive in the Cayman Islands about mid-July and to spend about six working days with you. I believe you will be on leave in April and May, but this timing should not interfere with that.

2. The Inspection will be a joint one for allowance purposes, which means that the DS team will be accompanied by a CSD allowances inspector. I am told that he will be Peter Chapman. He will be in touch direct about his travel arrangements.

The DS team will not carry out exactly the same sort of Inspection as they do at a Diplomatic Service post abroad, the purpose of which is to ensure that a Post has its proper allo- cation of Diplomatic Service resources of money, manpower and materiel and is making efficient and effective use of them; ensure that the Post is following standing instructions laid down in Diplomatic Service Procedure and elsewhere; and to review allowances. But they will be available to discuss with you and your staff any management or procedural questions that you may wish to raise with them. Should you see no objection they will in any case look at your office procedures and raise with you any points that the may think necessary. I have consulted Dependent Terri tories Division, who have no suggestions on particular points that the Inspectors might need to look into.

I hope that these proposals will be convenient to you. The Inspector will write to you in due course about his detailed travel arrangements and any other requirements.
