good reason in each case for not doing so. For instance, Belize and the Cayman Islands were included in the Summer 1976 tour of the Caribbean; and the Solomons, Gilbert Islands, Tuvalu and the New Hebrides are in the programme for Spring next
year, having last been inspected in the Autumn of 1975. The Falkland Islands we only not included in the programme for the Inspectoral team that has just visited Argentina and Brazil because of the time factor. They were inspected three years previously. Gibraltar would have been taken by the team that did Spain last time, but there were objections from the Governor.

When an Inspectoral team visits a Dependent Territory, it is certainly prepared to advise on allowances, accommodation and length of tour. In the past, however, we have not been asked to advise on Governors' allowances since these have been dealt with direct between the Governor and the former Gibraltar and General Department.

The points that you mention in your paragraph 10 are precisely those that we have asked whether we should cover, on the basis of briefing from the Department(s) concerned. It may be that you do not have all the relevant back files in Hong Kong and General Department. I attach, as an example, a copy of the letter that I wrote to the Governor of the Cayman Islands on 27 January 1976. A similar one was sent to the Governor of
Belize.

The Chief Clerk has just approved the Inspection programme for this Autumn (September-December). It includes Spain, and I hope that the team this time will also be able to take in Gibraltar. I shall be addressing you a separate minute about that within the next week.
