INSPECTIONS
1. For some years now it has been the practice of the Diplomatic Service Inspectors to include the Dependent Territories in their normal programme of inspections, if the Governors concerned wanted them to do so. We have been reviewing this arrangement and have concluded that it would be helpful to us in the FCO to have the Inspectors visit all territories as a matter of course.
As you know, we retain certain responsibilities relating to the adminis- tration of Dependent Territories, and in discharging these respon- sibilities, it would be helpful to have periodic advice from the Inspectors on the following points:
i. the work content and grading of Governors' posts (to
help us select suitable candidates for future appoint- ments);
ii.

Governors' emoluments (to help us fix levels of allow- ances/or topping up where appropriate; or to advise local Governments on the level of salaries that they should pay; or, in territories where there is no contribution at all from HMG to the Governor's expenses, to enable us to be sure that Governors are not receiving less than the minimum necessary to do their job);
conditions of service, including length of tour, for any Diplomatic Service Officers who may be serving in the territory, either on secondment or at the FCO's expense;
standards of accommodation, both for Governors and other DS staff.
2. I hope you will understand our reasons for asking the Inspectors to undertake these tasks, and that such inspections, which would normally take place at about three year intervals, will not create an unacceptable burden for you. As those Governors who are familiar with the work of the Inspectors will be aware, an inspection is not an inquisition. Its basic purpose is to review operations and
