HONG KONG: USE OF COLONIAL REGULATION 55 IN THE YAU MA TEI CASE
1. I attach the two files left with us by Mr Hobley and the comments of Mrs Gregory and Messrs Quantrill and Thompson, who have considered the files in the way we would normally expect to deal with the bulk of applications in the Yau Ma Tei
case.
2. Mrs Gregory as you will see is not convinced by the evidence against Mr TSUI. However, my recommendation to you as Head of political department is that, in view of the circumstances surrounding the Yau Ma Tei case and in view of the strong ministerial support for the proposal to rout out this particular corrupt focus, unless you have legal objections we should recommend to the Secretary of State that CR55 should be applied to these two. If, when you have time to look at these, you could let me know your opinion I should be grateful. We shall need also to make an appointment with Mr Hobley to
call again to discuss the cases with us.
