"HONG KONG: YAUMPFET CORRUPTION CASE

1. In his Submission of 22 March Mr Stewart sought and obtained the Secretary of State's agreement that colonial Regulation 55 should be used to dismiss 138 Police and Customs Officers out of 149 suspected of involvement in the Yaumatei corruption case. The Secretary of State also

agreed that in the remaining eleven cases there was

insufficient evidence to justify the use of CR 55.

2. These decisions were conveyed to the Hong Kong Government who have now produced further evidence in 4 of

the 11 doubtful cases. Mr Thompson of this Department, Mr Stewart, the Departmental Legal Adviser and the

Overseas Police Adviser have each separately scrutinised

these 4 files and are all satisfied that in all the cases

there are now sufficient grounds for it not to be in the

public interest for the Officers concerned to remain in the

service of the Hong Kong Government.

3. I recommend that I be authorised to convey to the

Government of Hong Kong the pleasure of the Crown that the

4 Officers should no longer hold office.
