1. You will remember that I brought up the case of DC 1586, CHAN Tit-shing. I would not wish to give the police officers with whom I lunched the impression that I had dropped their complaint and so, if you have no objection, I would like to send the enclosed letter to Dennis Shackleton who is an old friend from the days when he was Governor's ADC and who was the host at a luncheon party for junior and middle grade police officers.
