Hong Kong seem to be remarkably confused about their own procedures as Mr Greenwood pointed out in his minute of 23 2 February. For this reason I suggest that it would be better for us to set out as clearly as possible what we think the position should be. I therefore attach a draft telegram setting out the situation as I see it.
