1. I have talked to ODM about Mr Evans's query on secondment from the British Steel Corporation. They regard this as not a true secondment since BSC is not a Government Department. would merely be an understanding between the person and his employer to release him on leave without pay and to reinstate him, and for the receiving government to ensure that the firm is not unfavourably placed financially by the arrangement.
The ODM have done this for certain EEC jobs.
2. As we have said, this is really something which Mr Evans would be better advised to sort out for himself with his employers, especially as regards the matter of reinstatement. However, I expect they would want an undertaking that they would not be out-of-pocket principally with regard to the pension contribution. The "nuts and bolts" can be worked out later. I attach a draft.
