As you know, Arthur Wheeler and Renn Davis have both expressed the wish to be considered for appointment to the Supreme Court in Hong Kong, and there is also a third, namely, Georges Souyave.

Action Taken

We should be grateful if their names could be brought before the Judicial Service Commission when vacancies occur. Davis has the strongest claim to consideration as he is serving on permanent and pensionable terms.

A curriculum vitae of each is enclosed and these show when their present contract appointments expire in the case of

1 Wheeler and Souyave. I should perhaps add that Souyave, who seemed to me to be of Chinese descent speaks excellent English and French; I do not know whether he has any knowledge of Chinese.
