1. I wrote to you on 20 March about three possible outside candidates for Hong Kong judicial appointments - Arthur wheeler, Renn Davis and Georges Souyave. I now enclose a CV of KP Puad, who is at present Director of the Legal Division at the Commonwealth Secretariat and was from 1963-72 a Judge of the High Court of Uganda. Despite his Turkish name Fuad is thoroughly European and has a British passport (he has dual British/Cypriot nationality). I should rate him an excellent candidate for a High Court appointment and should be grateful if his name could be brought ot the attention of the Judicial Services Commission when vacancies occur.
2. His present contract does not end until October 1979, though he can give six months notice at any time. To be fair to his Secretary General and to give adequate time for a replacement to be found, we should not consider him to be a possibility before mid-1979.
3. Incidentally, as regards Georges Souyave, I have just learned that he has altered his contract with the New Hebrides from two to three years. He will not therefore be available for a further appointment until mid-1980.
