Having considered the claims of these officers, the Judicial Service Commission advised the appointment of Mr. E.C. Barnes whose detailed particulars are as follows :-

Mr. Eric Charles Barnes

Mr. Barnes was born on 12th September 1924 at Queensland, Australia. He was educated in Australia and received a Bachelor of Laws Degree from the University of Queensland in 1957. He was called to the Queensland, Australia, Bar in 1957 and for the next eight years he worked in the public service in Queensland, in the Attorney General's Chambers, in the Department of Justice, and in the Crown Prosecutor's

Mr. Barnes was appointed to the Hong Kong Government Service as a Magistrate in 1966. He served a full tour of three years and he then left the Colony and went into private practice in Brisbane for less than one yaar. He rejoined the Hong Kong Government Service as a Magistrate in 1970. He acted as an Assistant Registrar, Supreme Court, for five months in 1974 and has acted as a Temporary Additional District Judge on a number of occasions. He has been thus acting since his return from leave in January 1977. He was promoted to Senior Magistrate in July 1977. While he was sitting as a Magistrate Mr. Barnes was appointed President of the Magistrates Association. He discharged his duties as President particularly well. He is an intelligent officer who is popular and well respected by his colleagues. In addition to being a sound lawyer, he also possesses a considerable measure of commonsense and he can always be relied upon to work well.

The Judicial Service Commission also considered the claims of the other nominated candidates. The Commission agreed that Mr. Cameron was also a highly meritorious candidate but his claims were definitely less strong than those of Mr. Barnes'. The Commission also felt that Mr. Evans might in due course merit serious consideration for appointment to the District Court Bench but that the other candidates were not as strong.
