The minute from Ken Fry to you of 27 July is ridiculous but I do not see much point in arguing it out on paper. I wonder whether Mr Stratton should not be asked to take a meeting at which he, you and I could discuss this. We have got to kill the idea that we can still hide under the provisions of a colonial regulation made when Livingstone was still alive.
