1. I discussed Mr Wallace's letter of 22.8.78 with Patrick Duff who suggested that the money he has requested could probably be made available from OD Development Division in Barbados. I have therefore drafted accordingly and Mr Duff has agreed the draft.

2. I confess that this decision rather mystifies me. Dev/Div can make money available for this sort of thing, why are we worrying about maintenance of Governors' houses and why do we not follow up Mr Fry's proposal in paragraph 3 of his minute of 27.7.78, which I seconded in my minute of 1.8.78 and which Mr Duff did not take up.
3. I suggest you reply to Mr Wallace on the particular and that we look into the general issue again when considering the recent submission I put up for you to Mr Stratton, involving FCO take over in total of Governors' expenses.
