Normally in the FCO such expenditure comes under an accommodation subhead and would be admin- istered by Accommodation and Services Department (ASD). It would seem an unnecessary complication to bring ASD (and presumably PSA) into this rather "apecialised' field where they have not hitherto been

involved.

Op the assumption that ODM are willing in principle to make funds available, I suggest that our first task at the meeting on 31 October should be to have another look at each of these three suggestions and see if we can find a way round the diffi- culties that each one poses. We might also consider whether there are any other possible ways of solving the problem. way or another I hope we shall be able to agree on a satisfactory solution: Governors are facing real difficulties in this area and discussion has already gone on for far too long.
