16 In a recent letter to Patrick Duff I touched upon Leg Co touchiness and tiresomeness in respect of matters regarding the Governor and expatriate staff. Recent examples of what was in my mind are contained in the attached record of a Leg Co meeting a couple of weeks before my arrival. As you can see there was sniping at the leave entitlement of Weltor Wallace: also some reference, I suspect based on nothing, to expatriate Civil Servants seeking to avoid payment of BVI taxes.
