Thank you for your letter of 6 July. I should like first to explain that our Saving Telegram of 6 January 1978 in CP 41/5/4 was sent by one of our officers on his own initiative as a result of a query by a Head of Department who happened to know something about funded pension schemes in the private sector. The officer in question had no idea that his innocent query would result in so much interest in London!

I am sure that we can both guess what is passing through each other's mind as we ponder this particularly sensitive issue. We have not yet been able to reach any firm conclusions and I think it would be extremely difficult to assess the future financial commitment without raising delicate political issues and possibly causing alarm. Having said that, we are giving the issue some thought here and I would hope
