Further to my letter of 18th July, we did not in the event discuss this question when we met in your office in August, though I did talk at some length on the belief implicit in almost all we do here in Civil Service Branch that the Hong Kong civil service is a permanent institution, operating in a situation of continuity, and with commitments extending for as long as there is a Hong Kong.
John Hunter outlined our views to you when you were here last month and I confirm that we think this matter needs to be treated in a low key and with great circumspection.
