At the moment, I think all that is needed is a brief note to Mr Rowlands confirming that this subject should be put on the agenda for the next meeting between Mr Rowlands and Mr McLaren (a draft is attached). Certainly the relatively few cases of appointment of overseas officers to the pensionable establishment in a service of over 100,000 is not worth raising with Mr Rowlands.
