Please refer to your letter to Perking of ↳ June about the superannuation benefits of Sir Theodore Pike under the PCSPS in relation to his pension under the Governors' Pension Scheme.

We have now re-written the 1957 Governors' Pensions Act as an administrative aocument type scheme as required by Section 2 of the Overseas Pensions Pet 1975, at the same time incorporating the amendments introduced by Section 4 of the 1967 Superannuation (Miscellaneous Provisions) Act, and other amendments which we feel

I should be included to bring it into line with modern superannuation practice. enclose & first draft for your consideration,

3. Two major additions to the Scheme are

a.

"INJURY BENEFITS” Section 4 which closely foliowa Section 11 of the PCSPS with the appropriate amendments; :

b. "ALLOCATION! Section 7 which is taken from Section 5 and Appendix 8 of the PCSPC, the Governors' Allocation kules and your Allocation of. Pension booklet 7.P. (M) which contains the Option Tables referred to in this Scheme.

The amendments introduced by Section 4 of the Superannuation (Miscellaneous Provisions) Act 1967 are reproduced in paragraphs 2.1, 2.2.2.3, 3.7, 3.9, 3.10, 3.11, 5.12., and 7.20.

The amendment suggested in your letter under reference so as to avoid Pike's home civil service pension being limited by the 2/3rds rule under Section 3(4) of the Act has been incorporated in the revised Scheme in paragraph 3.9.

Section 3 of this Scheme features a number of provisions which are concurrent with provisions in the PCSPS, these are contained in paragraphs 3.12 to 3.23 and relate to mixed service covering Governors' service, the Home Civil Service, the Diplomatic Service and the Overseas Civil Service, with certain benefits optional either under the PCSPS or this Scheme, whichever is the more favourable to the recipient. We should like to see service (mixed or otherwise) which is pensionable under the PCSPS more adequately covered by that scheme. This is particularly so under "Reckonable Service" Section 2 which at present devotes only a passing reference to it in paragraph on previous service under "public office" rules.
