3. The well established general rule is that the cost of

the Governor's salary should fall on the local budget.

However, this basic principle raises difficulties to local

politicians and the local legislative if the relationship

between the Governor's salary in the local estimates to the

next most senior expatriate officers (ie Chief Justice and

Chief Secretary) is not reasonable. The Chief Justice and

Chief Secretary are likely to receive OSAS supplementation in

the United Kingdom. Thus where the Governors' total

emoluments are provided in the local estimates they may

appear to be disproportionately high in relation to his

immediate subordinates. In some circumstances this is

politically embarrassing.

Moreover, whilst on occasions when it is justifiable to

increase the Governors' emoluments to keep them in line

with those of other UK officers serving overseas in comparable

grades or to the salaries or FSA of UK seconded officers in

the same territories it may be embarrassing or impracticable

to ask the local legislative to make appropriate provision

for the Governor into the estimates.

For the reasons set out above, we adopted the following

practice on the remuneration of Governors:-
