Finally, for the sake of the record, at our meeting we agreed that the revised scheme should not include any provision for pensionable pay to be increased to cover any promotion-in-absentia. We recognised that this might produce problems in isolated circumstances but it was considered that the existence of these particular difficulties should not upset the long-standing principle that a person does not become eligible for the pay of a higher grade until theg actually takes up the duties of the grade. This will not preclude us looking at anything you might wish to put to us about any individual case where there may be special difficulties to see whether an acceptable solution can be found.
