We discussed on 31 May the proposed new scheme for Governors' pensions your letters of 29 June and 20 December 1977, Benest's letters of 21 November 1977 and 17 January 1978 and McLaren's letter of 23 June 1978 refer.
2. In my letter of 23 June, I told you how we thought that widows' pensions contributions to the PCSPS should be handled and recorded that we had decided that we could not vary the normal rules for pay on promotion for civil servants promoted in absentia whilst seconded to be Colonial Governors. My letter of 28 June set out some drafting amend- ments that seemed to us to be necessary to meet the statutory require- ments deriving from the transfer of both civil service and Governors' pensions from primary legislation to administrative schemes, We are getting on with the drafting of the parallel amendments to the PCUPS which we will show you when they have been cleared with our collegues here.
3. The one outstanding point was the basis for pensionable pay that you had suggested in your letter of 29 June 1977. We discussed this on 31 May and McLaren provided some valuable information and examples in his letter of 23 June. As I told you by telephone on 7 July, we have considered this and I am now authorised to accept your proposal to make Governors' pensionable pay that of the appropriate Home or Foreign Service grade with the addition of an inducement element. Existing Governors will have to be given reserved rights.
4. This means that I am in a position to accept your draft scheme subject only to the amendments comel proposed in my letter of 28 June and I now do so. This is not intended to rule out any drafting changes that either you or we may identify before the scheme is made although I hope there will be few. And, as I have said, we will be letting you see the proposed, related amendments to the PCSPS shortly.
