Certain periods which may be reckoned as service as a Governor
2.5 The Minister may determine under what conditions and to what extent any person shall be deemed for the purposes of this Scheme to have been serving as a Governor while serving as a provisional Governor, while proceeding to his government, or while absent from his government with the permission of Her Majesty.
