Mr Willby says that the GPS is still held up by the consequential changes that will be necessary for PCSPS. This will affect the pensions of Mr J H Smith and, probably, Sir Colin Allan. He has written to Mr Smith explaining the problem. Mr Smith will initially have to be paid a pension under the terms of the existing Act, but will have these payments topped up as soon as the GPS has been laid before the House. CSD have had to agree to this since the delay was their fault.
