GOVERNORS' PENSION SCHEME
You asked me for the revised draft amendments to the PCSPS. I attach the proposals from our PCSPS specialists. These will have to be cleared with the Solicitor, the National Staff Side and the OPB so they are not completely final but they have been designed to keep the amendments to the essential minimum.

They have also made some further comments on the draft Governors' Pension Scheme. I have deleted the first as they now accept that a common 1978 date will suffice. The comments on paragraph 3.12 presents a problem which I am examining separately. Contracting-out of the PCSPS does present us with problems and this may be the answer but I would like to try to preserve the existing arrangement if I can.
3. I thought it best to let you have this at this stage rather than to try to settle this point first since I will be away on duty until 27 November.
