Thank you for your letter of 16 November although I must say that I was depressed to see this fresh wave of amendments so late in the day. I have passed them to our Legal Adviser to consider and will let you have his reactions in due course; it would be helpful though to have your thoughts on the problem of section 3.12 as soon as possible so that I can complete the clearance with Legal Adviser as one operation.

I have two small criticisms of the latest amendments. The refining of the term "Crown Service" in 3.6 seems to me to be straining at a gnat and I would prefer to let it stand. It is a term which is quite clear to us over here. The point on section 7.33 is also better left alone; section 7.4 does not define option tables very satisfactorily in my opinion and that is not its purpose

3. I still see no clear reference to the need to permit allowance to be made for the benefits of Pensions Increases before a Governor makes his option. Section 3.10 needs a phrase like "allowance having bean made for any UK Pensions Increase benefits."

Finally I think we must leave the matter of cross-referencing of paragraphs between GPS and PCSPS until the dust settles a little. I am certainly not clear enough to put PCSPS section numbers to relevant parts of the GPS at the moment.
