Progress made and present position
D.D. Ordinance. The Action Com- mittee Against Narcotics has endorsed the proposal in principle and departments concerned have indicated their support, except Medical and Health Department.
a) U.S. National Institue of Drug Abuse will indicate whether to finance Mr. B. erbell's second consultancy by mid-November. b) as the new I.C.L. computer is not expected to be installed at Data Processing Division until May 1977, Mr. Werbell has been informed that his second visit to Hong Kong should be deferred until July 1977. Before that, he can devise the new computor system in the States.
c) Submission for funds in implemt- ing the new system have been made to D.F.S.
a) 16 detoxification clinics are in operation, including two additional ones in the New Territories. b) Currently, daily total attendance rate is approximately 35% and about 2,000 individuals are participating in the programme.
Next quarter's target
To table F..A.I. for Finance Committee's acceptance of commitment before April 1977.
A review meeting chaired by S. for 3. will be convened on 17th Decenber, 1976.
