Purpose
To reduce recidivism.
To relieve overcrowding, and provide additional treatment facilities.
Progress made and present position
Prisons Department has sub- mitted an application for the creation of four posts of clinical psychologist in the department.
Commissioner of Prisons has proposed the establishment of a further treatment centre on Hei Ling Chau, with hutted accommodation for 200 young addicts to be constructed by inmate labour. Prisons Dept. is consulting the Services on the availability of army-surplus nis on huts (or similar).
Next quarter's target
Pronosals to be put to ESC and staff recruited.
Prisons Dept. to continue search for accommodation.

Control of Plastics and Plastic Factories

To update the law.
The Dangerous Goods Standing Committee has now considered the views of the Plastic Industry on its proposed draft amendment to Dangerous Goods (General) Regulations and has recommended that its original recommendation be pursued. D.C. of I's further views have now been received. A further meeting of the DGSC at which representatives of local industry will be present will be held in November, at which it is expected that agreement on new legislation required will be reached.
