Purpose
To maximise use of prison labour.
To relieve over-crowding at Stanley.
Progress made and present position
of 5 surplus Army Nissen huts which are being dismantled and transported to Hei Ling Chau.
60 young inmates are on temporary transfer from Tong Fuk for t s purpose. Following discontinuation of HKYF
service a temporary service has been introduced using smaller vessels while planning proceeds for strengthening the pier.
$1.4 million approved in Dec. 1976 for the purchase of equipment but there is insufficient time to obtain and pay for the equipment in this year, as most items are imported.
An expert from the Scottish Prison Industries is preparing a report for an expansion plan.
Public Works Item 53PR was upgraded to Cat. AI and $0.3 million is earmarked in 1977/78 for preparatory engineering works.

4) Port Works study to determine need for extension of existin pier or construction of new pier, as long term measure.
Close liaison with Mr. Collinson over his report. Staff and equipment requirements to bo assessed and applied for after completion of Collinson's report FC approval for staff. Order equipment.
