problems of shorthand-audio typists in negotiating with the Hong Kong Government.
I am afraid that I do not have responsibility for Hong Kong matters within the FCO (although, as you may have seen, I often give answers on the subject in the House of Commons since the Minister responsible, Lord Goronwy-Roberts, is a member of the House of Lords. I am now writing to Lord Goronwy-Roberts, raising the points you have put in your letter with him, and I will let you have a reply in due course.
