1. As Head of the Department in the Foreign and Commonwealth Office responsible for Hong Kong affairs, I have been asked to acknowledge your letter of 30 July to Mr Evan Luard. You do not ask for comments on the merits or otherwise of your case in your dispute with the Hong Kong Government. I shall, therefore, restrict myself to replying to the final paragraph of your letter in which you ask for advice on the procedure which should be followed when a petition is submitted to Her Majesty The Queen.
2. It may help you to know, with regard to a petition to Her Majesty The Queen from inhabitants of British dependent territories, that it is the practice to refer the petition back to the Governor of the territory concerned for his advice before it is submitted to Her Majesty. For this reason the correct procedure for petitioners in a dependent territory is for them to forward their petition to Her Majesty The Queen through the Governor.
