adequate time had been allowed for consultation,
agreement had been reached at the meeting on the 16th November 1976 before the Staff Side had suddenly changed their minds,
further delay would have seriously disrupted recruitment and promotion, and would have prevented the reduction in posts recommended by the O&M Division and have been detrimental to the best interests of serving officers who stood to gain financially from the package.
A further meeting was requested by the Staff Side for 4th January 1977. At that meeting they proposed agreement with the Official Side subject to two additional modifications to Government's proposals, namely,

the transfer of all Senior Typists who
so wished to the rank of Clerical Officer II as a face-saving device for senior officers who had in the past supervised Typists but would no longer be required to supervise, and,
the permanent retention of their rights to incremental credit for academic and technical skills on the part of Typists in post before the restructuring.
The Official Side agreed to both modifications. They extended the provisions of
(f) to include the ranks of Shorthand Audio Typist and Personal Secretary.

The Staff Side then said that their agreement was given only on behalf of the nine Committee Members who considered it a fair package and who would resign en bloc if a vote of all members taken at an open meeting went against them.
