Consultation with Staff Association Units

On the 17 August and 18 August 1976, respectively, the Official Side held meetings with the Staff Sides representing Shorthand Audio Typists and Typists. The meetings were informal and designed to acquaint the Units with Government's proposals for restructuring the two grades.

The Chairman of the Hong Kong Chinese Civil Servants Association, Mr. CHEUNG Kim-fung who was present at both meetings thanked the Official Side for their explanations but said that in view of the many changes being proposed his Association would seek formal consultations and if possible mutual agreement before implementation.

On 23rd September 1976 Mr. Cheung wrote to the Secretary for the Civil Service asking for formal consultations and access to the report of the Committee on the Secretarial Class. This was agreed.

A meeting was held on 5th October with Mr. Cheung and on 9th October he was given for the information of the Staff Side committees, relevant extracts from the Report on the Secretarial Class and the private sector pay survey.

Formal meetings began on 21st October 1976 with the SATS Unit. Action on implementing the restructuring of the Class was held in abeyance whilst meetings were taking place.
Consultation in respect of Typists

There were meetings with the Typists Unit Committee, as Staff Side, on 21st October, 12th and 16th November 1976, agreement being reached between both Sides on the 16th November 1976, on the basis of modifications to Government's original proposals as follows,
