All ranks in the Secretarial Class shall
be functional, that is, officers shall be paid for their duties and responsibilities. Ranks created purely to provide promotion outlets without increased responsibility shall gradually become defunct.

The Class shall in the absence of a need
for change remain female.
8.
Government's requirements for academic and technical skills shall be matched as closely as possible to the established need for a Secretarial Class which is,

literate in Chinese and English ;
numerate ; and
has acceptable typing and shorthand standards.
Government shall not demand unnecessary attributes nor demand and pay for shorthand and typing skills which are little used and cannot easily be maintained in a normal working environment.

Pay shall remunerate the job as reflected by duties and responsibilities taking into account comparisons with the private sector and internal relativities within Government. Lack of career prospects and the difficulty or ease of recruitment shall also be taken into account.
10.
Incremental credit shall be payable for academic attainments and technical skills above those required for confirmation in post only where these represent a significant and desirable improvement leading to higher productivity and higher quality.
