We were acknowledged by the Secretary for the Civil Service, Mr. A.J. Scott, who declared that should we be able to present fresh evidence with details from private sectors in supporting our claim, necessary improve- ments can be offered. In response, we then present fresh evidences based on grounds from Productivity Centre Report - Salary Trends and Fringe Benefits 1975-76 as mentioned, which is a reputable survey published by the Hong Kong Productivity Centre in response to the demand for comprehensive data on the salary structure and fringe benefits of administrative, professional, technical and related staff in commerce and industry which represents some 30% of the economically active population in Hong Kong. There are 177 companies in total participated in the mentioned survey for Short hand-Audio Typist grade, while only a segment of 17 companies were involved in the Pay Investigation Unit Report 1976. Moreover, the Pay Investigation Unit Report reviews significant down trend as 24 companies was the scope of survey in the years of 1973 and 1974.

During the period of our negotiations, we had proceeded in "Poster" action on the 11th April 1977, in addition with the Industrial Action "Work- to-rule" effected from 23rd March 1977 to 18th July 1977. During which a series of 6 Consultative Meeting were held between the Official Side and representatives from the Government Short hand-Audio Typists Association from the period of May to July 1977. It is unfortunate that the Official Side again offered no sincerity and amendment towards the grievances of Short hand-Audio Typists in the final stage. We then held an Extraordinary General Meeting immediately after the final stage on the 22nd July 1977 and the whole position was put forward to our members, in which it was resolved that we should petition to Her Majesty the Queen, submitting to Her Majesty the Queen the whole of the circumstances together with the whole contents of our previous negotiations with the Hong Kong Government.

To your understanding, we are comparable new in the trade union matters both in knowledge and experience, our visit to United Kingdom will be our first trip to the country, and we should be most grateful if you could kindly advise us the necessary procedures together with full details in this connection. In addition, the whole of Short hand-Audio Typists would be highly appreciated if you could offer your professional advice and your generous support, and let us have your earliest guidance in return.
